It seems like guy are trying to hide the facts until we meet?

I fel that I have been ignored. Even though this guy says he likes me a lot. Now I am irritating him by call a million times a day and still I get no answer. All I'm asking is.. when will we meet? He wanted to meet, and every time I talk to him he says to come visit him, but he doesn't take my phone calls, and only replys vaguely now. I feel a loss of respect, but more so, I am wondering why he acts so misterious until we actually speak? Why cant it just be simple..
